Advancing Property Tax Reforms in Kaduna State, Nigeria

This week, LoGRI Executive Director Dr. Titilola Akindeinde and Doctoral Fellow Nicolas Orgeira Pillai are in Kaduna State, Nigeria, to advance LoGRI’s technical assistance on property tax reform, following the recent LoGRI–ACTG diagnostic assessment of property tax performance across select Nigerian states. The engagement with the government of Kaduna State (GoK) is in collaboration with the Nigeria Governors’ Forum and is supported by the Gates Foundation

From Diagnostic to Implementation

The diagnostic assessment revealed that Kaduna State has already built strong foundations through extensive property mapping and digitalization. At the same time, it identified persistent challenges around bill delivery, property identification and valuation, and taxpayer compliance. This mission marks the transition from assessment to action, as the LoGRI team works hand-in-hand with Kaduna officials to validate and deepen the diagnostic findings and co-develop a high-level reform proposal outlining the policy, administrative, technical, and systems changes required to strengthen property tax administration. Once reviewed and approved by the GoK, LoGRI will continue to support the practical implementation of the reform plan on the ground.

This progression – from diagnostic review to operational support – reflects LoGRI’s commitment to continuity and long-term partnership with in-country stakeholders. Such end-to-end engagement ensures that reforms are evidence-based, aligned with local priorities, and grounded in real-world feasibility.
