Local Government Revenue Initiative Secures €3 million in New Funding to Expand Operations

Launched in 2021, the Local Government Revenue Initiative (LoGRI) is a research center based at the Munk School of Global Affairs & Public Policy that supports subnational governments in lower-income countries to raise more revenue, more equitably, and in ways that promote trust, transparency, and accountability. It works closely with local partners throughout Africa and South Asia, driven by a conviction strengthening local taxation is critical to successful decentralization, successful state building, and the construction of robust social contracts.

Since its inception, the LoGRI program has enjoyed significant success in expanding its reach and influence. Ideas from LoGRI research now figure centrally in broader national and international programs, planning and debate, and have underpinned a growing list of successful reform programs. The LoGRI program now supports projects in 16 countries through which it advises on reform efforts, support pilot projects and reform design, and engages in new research and learning to strengthen reform strategies across countries.

Reflecting that success, in January 2025 the French Treasury confirmed a three-year grant of €3 million ($4.65 million) to support the continued growth and impact of the program. The new funding builds upon a previous grant of €2 million from 2022-2024, as the French Treasury has been a core donor to the LoGRI program since its launch, and instrumental in establishing LoGRI as a leading voice within the field of property tax reform in lower-income countries.

With this additional funding, LoGRI will be able to scale up and deepen its activities in conducting research, advising governments, piloting new operational strategies, and engaging internationally to shape the broader field. Among the key highlights are:

  • Deepening our existing work in Francophone African countries such as Togo, Senegal, Benin, the Democratic Republic of the Congo, and Côte d’Ivoire, in order to build a genuinely bilingual, continent-wide comparative program of work and drive the adoption of innovative new reform approaches,
  • Building a global teaching and learning program, through which to support the emergence of a new generation of leaders in the field informed by cutting edge insights from research and reform innovation,
  • Expanding partnerships with other French initiatives, including the Fonds d’Innovation pour le Développement, Expertise France, and the Agence Française de Développement, and
  • Convening international events and discussions to share key insights globally and building strong global partnerships to strengthening our learning and support to partners.
