Local Government Revenue Initiative and African Mayoral Leadership Initiative Announce New Partnership

The Local Government Revenue Initiative (LoGRI) and the African Mayoral Leadership Initiative (AMALI) are pleased to announce a new strategic partnership aimed at empowering city leaders on the AMALI leadership programme to mobilize the resources needed to achieve transformative local reform.   

AMALI, hosted by African Centre for Cities (ACC) at the University of Cape Town, in partnership with Big Win Philanthropy, and Bloomberg Philanthropies, is a tailored programme that provides year-long leadership training, mentorship, and technical support to a select group of African mayors and governors looking to launch ambitious reform projects within their communities.

Across the continent, many local governments face persistent challenges accessing reliable and sufficient financing to support sustainable urban development. To help address this constraint, LoGRI and AMALI are launching a dedicated “Resourcing Track” within the AMALI program to help city leaders identify and unlock the resources needed to achieve their legacy goals.

Drawing on LoGRI’s expertise in subnational revenue mobilization, this engagement will offer participants hands-on reform advisory support and complement the other established AMALI support mechanisms. Specifically, through this track, LoGRI and AMALI advisors will work closely with mayors and governors to assess financing needs and potential opportunities, conduct diagnostic studies to understand current revenue performance and key barriers, and develop detailed action plans to guide implementation and long-term reform. It will include recruitment of new staff at the ACC who will join the LoGRI team in delivering support, deepening this valuable new partnership and strengthening the global character of the work of the LoGRI program.

This partnership builds on previous collaboration with AMALI by Dr. Wilson Prichard, LoGRI Chair and Associate Professor at the Munk School of Global Affairs & Public Policy, as a facilitator since 2024. This new agreement formalizes and widens that engagement, enabling more consistent and impactful collaboration between AMALI and LoGRI, in support of African city leaders.
