Mohamed Samba Barrie is a development economist and data analytics professional with over a decade of experience in public finance, economic policy, and governance reform. He currently serves as Technical Manager for Property Tax Reform under the Local Government Revenue Initiative (LoGRI) in Sierra Leone, a role he assumed in July 2024. In this capacity, he works on the design and implementation of property tax systems, working closely with municipal governments and national institutions to strengthen local revenue mobilisation. Mohamed holds a BSc in Economics, and an MA in Comparative Law, an MSc in Economics and Finance, and has completed ICTD Tax and Development Research training, data science, and policy modelling. His work focuses on building fair and effective tax systems, supporting public sector reform, and promoting evidence-based policymaking in post-conflict, low-capacity and low trust settings. He brings a strong commitment to inclusive development and institutional strengthening.
