Assessing a Simplified Approach to Property Identification and Valuation in Togo

This paper compares the benefits and drawbacks of a simplified methodology of property identification and valuation against the system employed by the Togolese tax administration (OTR) thus far. Drawing on a methodology developed and introduced by LoGRI in several other African countries, the simplified approach tested on a sample of built properties in Togo involves use of GIS technology, a focus on external characteristics of buildings and expert valuation to simplify the property registration process and calibrate a valuation model. Methods will be compared on several outcomes, including accuracy, equity and resources required (costs and time). Quantification of relative gains obtained by either method will provide a useful decision basis for policy-makers in Togo and elsewhere.
