LoGRI, in collaboration with VNG International and the Institut national de l’information géographique et forestière (IGN FI), is providing technical assistance for a property tax reform project led by Expertise France in Ethiopia. The project is part of Expertise France’s Technical Assistance for Domestic Revenue Mobilization (AT MRI/TA DRM) project in Ethiopia, a €1.7 million programme funded by the Agence Française de Développement (AFD) in support of the Ministry of Finance Ethiopia.
This project has two components: support to the Federal Property Tax Task Force and support for a pilot project in Addis Ababa. The federal component seeks to help the Federal Property Tax Taskforce (Ministry of Finance, Ministry of Urban and Infrastructure, and Ministry of Revenue) manage the transition from the former “roof and wall tax” to a modern value-based property tax system through the creation of operational guidelines, technical resources, and training materials.
At the municipal level in Addis Ababa, LoGRI will support the piloting of select reforms on property identification and valuation – in close cooperation with IGN FI. Lessons learned from this exercise will then be systematically fed back into federal property tax reform guidance.
