This policy brief provides an executive summary of LoGRI’s Property Tax Diagnostic Toolkit (Prichard, 2026), which provides a framework for assessing the reasons for the underperformance of property tax systems in lower-income countries and developing locally appropriate reform strategies in response. The toolkit is guided by key principles to guide reform planning, which emerge from LoGRI’s research and experience: adopting a holistic and multidisciplinary approach, paying careful attention to administrative details, stressing the importance of diagnostics and prioritization in reform design, and emphasizing locally appropriate solutions that fit local legislative, institutional, administrative and political contexts.
