Moyo Arewa is the Program Director of the Local Government Revenue Initiative (LoGRI), where he leads the organization’s operations and delivery systems and provides strategic support to its Executive Director and Chair. In this role, he oversees a multi-country portfolio spanning more than 15 countries, primarily in Africa, and manages a multi-donor program of work. His work sits at the centre of LoGRI’s activities, coordinating across research, advisory, and implementation functions, and ensuring alignment between strategy, partnerships, funding, and delivery.
Alongside this, he has worked extensively on the intersection of taxation and digital technologies, including research on digital identification, payments, and tax administration, as well as contributions to the development of digital systems for property taxation in lower-capacity contexts.
Prior to joining LoGRI, Moyo was Manager for Strategic Initiatives at the International Centre for Tax and Development (ICTD), where he worked on research and program development across taxation and digitalization. He also worked with the World Bank on digital technologies and tax administration, contributing to the Innovations in Tax Compliance program, including authoring a chapter on the role of technology in tax compliance.
Earlier in his career, he worked with the City of Toronto on housing systems and data governance, and with Toronto Public Health (TPH) on privacy frameworks for digital health systems. He holds a Master’s degree from the Munk School of Global Affairs and Public Policy at the University of Toronto, where he was a Junior Fellow at Massey College and co-Editor-in-Chief of the Journal of International Law and International Relations. He currently serves on the board of Images Festival in Toronto.
