
Elsa Assefa
Program Associate
Elsa Assefa is a Program Associate with the Local Government Revenue Initiative (LoGRI). She has over eight years of experience managing complex programs and grant portfolios in international development and humanitarian contexts, working with donors, researchers, governments, and implementing partners across diverse geographies. Prior to joining LoGRI, Elsa worked at Grand Challenges Canada, where she managed humanitarian innovation grants supporting locally led solutions to improve the lives of underserved communities. Her expertise spans project management, stakeholder engagement, and program implementation, and she is particularly interested in advancing equitable development outcomes through evidence-informed approaches. Elsa holds a Master of Global Affairs from the Munk School of Global Affairs and Public Policy and a Bachelor of Arts specializing in Legal Studies, Political Science and International Studies from the University of Waterloo.
