This project assesses the Computerized Property Tax Administration (CPTA) system, Ethiopia’s national IT platform for managing property taxation. The CPTA was originally developed in 2016 to support improved property tax administration in three pilot cities but was never fully implemented. In January 2025, Ethiopia adopted a new federal property tax proclamation, significantly reforming the legal framework for property taxation and renewing interest in how the CPTA can be reactivated and scaled as a national-level platform.

Accordingly, the project assesses the CPTA in two main areas: the appropriateness of its embedded administrative processes, and the technical design and performance of the IT system itself. The resulting roadmap will outline steps for reactivation and national scale-up in support of the federal property tax proclamation. The project is implemented in partnership with the Urban Revenue Reform Project Office of the Ministry of Urban and Infrastructure and the Tax Policy Department of the Ministry of Finance, with support from the United Nations Economic Commission for Africa (UNECA).
