Piloting Select Property Tax Reforms in Zambia

Following LoGRI’s extensive fieldwork in Zambia, LoGRI is leading an expanded program of work to pilot simplified property mapping and valuation reforms on a larger scale across the country. The project is centred on three pillars: piloting simplified property mapping, testing automated valuation methodologies, and conducting research on effective taxation in areas under customary authority. All three pillars are underpinned by direct engagement with participating councils, helping ensure pilot designs are feasible within existing administrative capacity and reflect local and national priorities.

This new engagement is funded by the FCDO’s Public Finance Resource Centre (PFRC), which is administered by Adam Smith International (ASI).
