Central to LoGRI’s mandate is the translation of research into practice. To reach this goal, LoGRI provides advisory services, practical training, and direct support for reform through diagnostic assessments and pilot projects. In collaboration with local partners, LoGRI participates in information-sharing and capacity-building at each stage of the property tax lifecycle: property discovery, valuation, rate setting, billing and payment, and enforcement. Through diagnostic assessments, LoGRI seeks to understand why existing systems underperform, which strategies could overcome those barriers to reform, and how reform dynamics vary across policy, institutional, and political contexts. Pilot projects build upon these findings to test the feasibility of a given reform strategy. Collectively, these mechanisms are designed to inform, support, and guide reform projects to maximize impact.
