Graeme Stewart-Wilson is a Doctoral Fellow with LoGRI and a PhD candidate in Political Science at the University of Toronto. His research examines the state-building effects of property taxation in lower-income countries, focusing on how reform can strengthen governance and public administration beyond revenue generation alone. He is particularly interested in how property tax data can be leveraged to improve land management, urban planning, and national tax collection. His work draws on comparative qualitative methods, including process tracing and field-based case studies, to analyze institutional change. Graeme has extensive field experience across sub-Saharan Africa, including reform initiatives in Sierra Leone and diagnostic assessments in Zambia, Ethiopia, and Uganda. He holds a Master of Global Affairs from the Munk School of Global Affairs and Public Policy and a Bachelor of Arts and Science from Quest University Canada.
